Overview

Telnet is a useful tool to identify if a particular port is available on a computer.  You can check if SQL is being blocked by a firewall or if a printer is responding to requests, etc.

Process

Windows PC (Vista and newer)

Open Control Panel, and launch Programs and Features

Click on Turn Windows features on or off

Locate Telnet Client in the list and put a check in the box next to it.

Click OK.  You will NOT have to reboot.

Windows Server (2008 and newer)

Open Server Manager > Features, and click on Add Features

Locate Telnet Client in the list and put a check in the box next to it.

Follow the prompts, to complete the installation.

You will NOT have to reboot, but may not want to install this on a computer where work is being completed.
